Utility Billing Preferences

To ensure you receive your utility bill in the way that works best for you, please select your preferred delivery method. You may choose to receive your bill by mail, email or both. Signing up is simple; complete the online form below and our staff will make sure your future statements are delivered exactly how you want them.

Options Available for Paying a Utility Bill

Navigate to our Online Payment Website to pay by Bank or Card.

  1. For one-time use, choose “guest checkout” to simply pay your bill by credit/debit card.
  2. For repeated use, choose “create a new account.” Select a user ID and password with the city’s new merchant vendor (an active email address is required for a BS&A confirmation link). For repeated online payments, log in with your user ID and password.

  • All credit/debit card payments will be assessed a 2.95% + $0.50 convenience fee.
  • All BS&A online payments from your checking account will be assessed a $3.00 convenience fee for any transaction less than $1,000; $6.00 for transactions up to $5,000; and $12.00 for transactions greater than $5,000.

This can only be done when you have a balance due.

  1. To establish an automatic withdrawal from your checking account or credit/debit card, you must create a new account with a user ID and password (see above instructions).
  2. Add your checking account or card information as a payment method.  Check the box next to Enable Automatic Payments. 
  3. You must submit payment during this initial setup to establish the new autopay preference.   
  4. Payment method preferences need to be managed directly from the website. The city does not have the ability to make changes for you as this is strictly customer based.
  5. The amount of your utility bill plus the assessed fee (listed above) will automatically be paid on the due date.  You will still receive your bill via mail or email if you are set up for paperless statements and your bill will display the words “paid by autopay.”
  6. If you are enrolled in Autopay, users will receive an email seven days prior to processing and an additional email stating their payment was successful or declined.
  7. If you need support while setting up your account, please call 517-641-8900 and ask for the BS&A online support team. The city cannot troubleshoot issues with account creation.

This is a single-pay option with a credit/debit card. All required information must be entered each time you make a payment.  You will need your utility bill account number to make a payment. If you have more than one account, each account needs to be called in as individual payments.

This option will be assessed a 2.95% + $0.50 convenience fee.

Mail a check to Hastings City Hall, 101 4th St. E., Hastings, MN 55033. There is no charge for paying with a paper check.

Visit City Hall, 101 4th St. E., during the regular business hours of 8 a.m. and 4:30 p.m., Monday through Friday, to make a payment by check or cash.  There is no charge for paying by cash or with a paper check.  You can pay with a credit/debit card at the front counter. The transaction will be assessed a 2.95% + $0.50 convenience fee.  You can also use the city’s utility bill pay drop box located on the driver side in the half-moon drive in front of the building. The drop box is checked daily.

Payment must be received at City Hall on or before the due date to avoid late fees. Postmarked dates are not used. A 10% late fee on the outstanding bill amount is assessed after the due date, which is the 20th of each month.  Reminder: residential and commercial accounts are billed quarterly.
