2027 City Budget and Property Tax Levy

At its September 8, 2026 meeting, the Hastings City Council approved the proposed 2027 City budget and set the preliminary 2027 property tax levy.

What is a property tax levy?

The property tax levy is the total amount the City plans to collect from property taxes each year to help pay for City services and community needs, including public safety, roads, parks and other services.

The levy is not your individual property tax bill. It is the total amount collected from all taxable properties in the City. Changes to the levy may affect individual property tax bills, but the impact will vary depending on the property.

The proposed 2027 property tax levy is 8.77% higher than the 2026 levy.

For a home with a median assessed value of $329,400, the estimated increase in City property taxes would be about $159 per year, or approximately $13.23 per month.

2027 Budget Priorities

The 2027 budget includes funding for several key City priorities:

• Water: Construction of the Western Water Treatment Plant and Phase 2 of the Lead Service Line Replacement Program.
• Roads: The Pleasant Drive project and ongoing road maintenance.
• Parks: Inclusive park improvements and park and trail renovations.
• Personnel: Adding key staff to meet City service needs.
• Operations: Increased costs for personnel, services and supplies due to inflation.

The city's budget is structured to provide quality public services to residents and businesses. The budget process follows a timetable established by state law.  The city uses an open and public process to adopt its annual budget.  The process typically follows this timeline:

• June - Departments prepare budget requests; City Council Workshop is held to discuss priorities
• July - Department budgets reviewed by City Administrator
• August - Finance Committee and City Council review budget requests
• September - Council adopts preliminary budget and tax levy
• October - Council reviews detailed preliminary budget at a public study session
• December - Council reviews the budget at a public meeting and adopts final budget and tax levy
