Land Use Applications
The Planning and Zoning Department processes land use permits for how a property is used or arranged. Some requests are handled by staff, while most are evaluated by the Planning Commission and City Council. Please see the meeting schedule for dates and deadlines to help plan your project.
A Land Use Application is for the following requests:
An amendment to the Comprehensive Plan is required when a proposed land use change is inconsistent with the plan.
Conditional Use and Special Use Permits
Some land uses allowed by city code are only possible after consideration of the individual situation and location.
EAW (Environmental Assessment Worksheet)
Large development proposals may require an EAW to determine potential environmental impacts.
Required for moving an existing house onto a buildable lot.
This administrative process verifies that proposed lot line adjustments or the division of previously combined lots comply with land use code requirements. It is often required before the county will record the change.
This is the process to request a different zoning designation of property.
This process is to review proposed development on a property to ensure it meets zoning, design, and safety requirements. Please see the Site Plan Handout for additional information.
This process is required to create any new lots. Please see the Subdivision Handout for additional information.
A variance from specific standards of land use codes may be requested. However, the Board of Adjustment must find supporting evidence that the variance is in line with City code 30.02 section F.
Vacation of Right-of-Way/ Easement
This process is used to request the vacation (removal) of existing easements or public rights-of-way (such as streets or alleys). It requires a public hearing, notification to nearby property owners and utility companies, and notification to the Minnesota DNR if the right-of-way provides public access to a water body.
