As new information becomes available from the Office of Cannabis Management, the City of Hastings
remains committed to providing accurate and timely information to our constituents.
The City of Hastings is committed to ensuring safe, responsible and compliant cannabis and hemp business operations within city limits. All businesses involved in the sale, manufacture or distribution of cannabis products or lower-potency hemp edibles must comply with state law and local registration requirements.
State vs. Local Regulation
As of July 1, 2025, Minnesota law allows for the regulated operation of cannabis businesses under the oversight of the Office of Cannabis Management (OCM). In addition to state licensing, businesses operating in Hastings are required to register with the City.
Timeline & Process

State License Application: Begin your application with the Minnesota Office of Cannabis Management.
- Review Eligibility & Zoning: Check that your proposed location is within an approved zoning district. To do so, please reference City Code Chapter 155.07, subd. J and City of Hastings Zoning Map. Additional zoning permits and approvals may be required (see Types of Use in Zoning Districts chart and Cannabis Zoning Maps below).
- If a Special Use Permit is required:
Please complete the Land Use Application form along with the Cannabis Business Security
Plan form. The last page of the form provides a chart with action deadlines for the Planning
Commission and City Council. As public hearings require sufficient notice, the deadlines
reflect when complete applications will be scheduled for consideration on the corresponding
dates indicated in the chart. - If a Special Use Permit is NOT required:
Please complete the Cannabis Business Security Plan form and proceed to step 3.

Submit Local Registration Form: Complete the local registration form with the additional documentation and fees.

City Review: City staff will review your registration and may request additional information.
- Inspections: After submitting the registration and additional documentation, inspections by the Police Department, Fire Department and Building Department (if applicable) must be completed.
- City Council Action: All Cannabis Business registrations must be brought before City Council for consideration.

Approval & Renewal: Once approved, your registration term will be consistent with and run concurrently with the license from the Office of Cannabis Management for commencement and expiration or termination.
