Temporary Vendor License

The City of Hastings requires temporary vendors to be licensed in order to operate legally within City limits. These regulations ensure fair business practices, public safety and compliance with local zoning and health codes, especially during community events, festivals and seasonal sales.


Who Needs a Temporary Vendor License?

A Temporary Vendor License is required for individuals or businesses that sell goods, services, food or other items from a non-permanent location, including:

  • Booths or tents at fairs, festivals or markets

  • Seasonal sales 

  • Sidewalk or pop-up sales on private or public property

  • Vendors at parades or special events

  • Mobile retail trailers or carts not classified as food trucks


Licensing Requirements

To apply for a Temporary Vendor License, you must:

  1. Complete the Temporary Vendor License Application

  2. Submit the following documentation:

    • Color Copy of a valid government-issued photo ID

    • Written permission from property owner (if on private property)

    • Copy of MN Department of Health or Department of Agriculture license (if selling food or beverages)

    • Proof of liability insurance (unless covered by an event organizer)

  3. Pay the applicable license fee

Applications should be submitted at least 10 business days before the intended start of operations.


Duration of License

Temporary Vendor Licenses are issued for specific date ranges and can be obtained for a single day, a month or up to one year. Vendors participating in multiple events throughout the year must apply for a separate license for each event or time period.


Regulations & Compliance

Licensed vendors must:

  • Comply with all City zoning, fire and health regulations

  • Keep the site clean and free of litter

  • Avoid obstructing sidewalks, driveways or emergency access routes

  • Display their license visibly while operating

  • Operate only within approved hours and locations
