Sidewalk Cafés and Parklets

The City of Hastings regulates sidewalk cafés and parklets to support local businesses while ensuring safe, accessible, and enjoyable public spaces. Businesses interested in expanding into the public right-of-way must obtain a Sidewalk Café and/or Parklet License from the City before beginning operations.


What Are Sidewalk Cafés and Parklets?

  • Sidewalk Café: An outdoor dining area located on a public sidewalk directly adjacent to a restaurant or café.

  • Parklet: A platform or temporary structure installed in a parking space to create additional public or business-serving space, such as seating or small dining areas.

All setups must preserve pedestrian access and meet safety and design standards established by the City.


Who Needs a Sidewalk Café or Parklet License?

Any business that intends to operate a sidewalk café or parklet on public property in the City of Hastings is required to obtain a license.
This includes:

  • Restaurants adding tables and chairs on adjacent sidewalks

  • Businesses creating parklets in front of their location for seating, display or community use


Application Process

Submit City Application:

  • Complete the Sidewalk Café and/or Parklet License Application

  • Attach a detailed site plan, showing:

    • Boundaries of the proposed area

    • Location of tables, chairs, barriers, planters or structures

    • Clear pedestrian path (minimum 4 feet required)

    • Accessibility accommodations

Proof of Insurance:

  • Provide a Certificate of Liability Insurance naming the City of Hastings as an additional insured (minimum coverage amounts apply)

Permission Documentation:

  • If the applicant does not own the property, attach:

    • Written authorization from the property owner

    • A copy of the current lease agreement (if applicable)

Parklet-Specific Requirements:

  • Description of the parklet platform and materials used

  • Safety features such as reflective elements or barriers

  • Compliance with ADA accessibility standards

Pay the License Fee:

  • Refer to the City’s current Fee Schedule for applicable license fees.

Inspection & Review:

  • A City staff inspection may be required to ensure compliance with safety, accessibility and design standards before final approval.


Design, Safety & Operational Requirements

All sidewalk cafés and parklets must comply with:

  • City of Hastings Ordinances

  • Americans with Disabilities Act (ADA)

  • State building and safety codes

Additional rules include:

  • No permanent structures allowed on sidewalks or parklets

  • Must be maintained in clean, safe condition

  • Alcohol service requires appropriate state and local licenses

  • No interference with traffic, drainage, utilities or emergency access


License Duration & Renewal

Sidewalk Cafés and Parklets are seasonal in nature and may be installed between April 1 and October 31, but must be fully removed by November 1. Sidewalk Café and Parklet Licenses are valid through December 31 of each calendar year. Businesses must reapply annually to continue operations in subsequent years.
