Micromobility License
The City of Hastings regulates micromobility services, such as shared e-scooters and e-bikes, to ensure safe operations, reduce sidewalk clutter and protect public rights-of-way. Any company or organization wishing to deploy shared micromobility devices in Hastings must obtain a Micromobility License from the City.
What is Micromobility?
Micromobility refers to lightweight, low-speed transportation devices intended for short-distance travel. This includes:

Shared electric scooters (e-scooters)

Shared electric bicycles (e-bikes)
-
Dockless or station-based systems used by the general public
Privately owned devices used by individuals are not regulated under this license.
Who Needs a Micromobility License?
Any business or operator offering shared micromobility services in Hastings, such as e-scooter or e-bike rental fleets—must obtain a Micromobility Operations License from the City.
This includes:

National or regional micromobility providers

Local startups or pilot programs
Application Process
Submit City Application:

Complete the Micromobility License Application

Provide a deployment and operations plan including:

Number and type of devices proposed

Service area map (with preferred deployment zones)

Parking and rebalancing strategies

Procedures for device maintenance, retrieval and customer service

Plan to address sidewalk clutter, ADA access and public safety

Provide Required Documentation:

Certificate of Insurance naming the City of Hastings as an additional insured

Proof of compliance with data-sharing requirements (including real-time fleet and usage data)

Contact information for a local operations manager
Pay the License Fee:

Refer to the current City Fee Schedule for license and per-device fees
City Review & Approval:

City staff will review the application, request revisions if needed and issue license approval upon full compliance

Micromobility Sharing Services are required to enter into a License Agreement
Operating Rules & Requirements
Micromobility operators must comply with:

All City of Hastings ordinances and State traffic laws
-
Designated parking zones and no-ride areas
- On any sidewalk adjacent to that part of 2nd Street lying between Eddy Street and Bailly Street, except for electric personal assistive mobility devices as defined by Minn. Stat. Chapter 169.212.

Safety regulations, including:

Device speed limits
-
Daily inspection and maintenance logs

Removal of inoperable or illegally parked devices within a set time frame

Devices must not block sidewalks, curb ramps, driveways or building entrances.
Data Requirements
License holders must provide:

Must comply with the applicable registration requirements

Must be equipped with technology such as GPS, that allows the Micromobility Vehicle to be located and tracked by the Micromobility Sharing Service

Each Micromobility Vehicle must include contact information for the Micromobility Sharing Service
License Duration & Renewal
Micromobility Licenses are valid for one calendar year from January 1 - December 31.
Operators must reapply annually and demonstrate compliance to renew their license.
Enforcement & Penalties
Failure to comply with the City's regulations may result in:

Fines or administrative penalties

Suspension or revocation of the micromobility license

Immediate removal of devices from public right-of-way at the operator's expense
