Liquor Licenses
All establishments and events that wish to sell or serve alcoholic beverages within City limits must obtain the appropriate liquor license, in accordance with City ordinances and Minnesota State law. Annual licenses run from July 1 to June 30. Temporary licenses must be submitted at least 45 days before the event.

The City of Hastings offers several types of liquor licenses, including but not limited to:

Please note: Additional permits may be required for outdoor service, live music, or special events.
Application Process

Review Requirements: Applicants must meet all requirements under Minnesota Statutes and Hastings City Code. Criminal history background investigations may be required.

Submit an Application: Applications must be completed in full and submitted to the City Clerk’s Office.

Pay Applicable Fees: All applications must include the required investigation and licensing fee. Fees vary by license type and duration.

City Council Approval: All licenses are subject to approval by the Hastings City Council.

State Approval: Liquor licenses also require approval by the Minnesota Department of Public Safety - Alcohol & Gambling Enforcement Division (AGED).
Best Practices Program
The Best Practices Program is a City sponsored program aimed at eliminating alcohol sales to youth. This free voluntary program is offered to all liquor license holders in the City. The program offers incentives to participating licensees to undertake certain practices with the objective of avoiding alcohol sales to minors. The program is offered each year in July liquor license renewals. To maintain eligibility for incentives, all participants must complete the required training on an annual basis.
