Commercial Waste Haulers License

The City of Hastings as a one-hauler system for residential solid waste collection. All residential properties of 4 units or less must use the City's current residential hauler. The City's exclusive residential hauler is Tennis Sanitation. Specific questions can be directed to Tennis at 651-459-1887. Please visit the Trash and Recycling page for more information. 

All commercial solid waste haulers operating within the City of Hastings are required to obtain a license from the City. This ensures compliance with local, County and State regulations and supports the safe, responsible handling of waste and recyclables in our community.


Who Needs a License?

A Commercial Solid Waste Hauler License is required for any person or business engaged in the collection, transportation or disposal of solid waste or recyclables within Hastings City limits. This includes:

  • Garbage and refuse collection services

  • Recycling collection services

  • Yard waste and organics haulers

  • Roll-off container (dumpster) services

Haulers operating without a valid City license are subject to enforcement actions.


Licensing Requirements

To obtain a license, applicants must:

  1. Complete the Solid Waste Hauler License Application

  2. Submit the following:

    • Proof of liability insurance and vehicle coverage

    • Vehicle list with make, model, license plate and capacity

  3. Pay the required license fee

  4. Certify compliance with all applicable state and local solid waste regulations, including proper disposal and recycling procedures


License Term & Renewal

Solid Waste Hauler Licenses are valid for two years and must be renewed bi-annually. Renewal applications must be submitted prior to expiration to avoid service interruption.


Compliance & Reporting

Licensed haulers must comply with City of Hastings Ordinances, Dakota County Waste Regulations and Minnesota Pollution Control Agency (MPCA) rules.
