Special Assessments
Special assessments are expenses charged to a property for the cost of making a local improvement or to collect certain charges that will benefit the property. Cities may also use special assessments to recover the cost-of-service charges including, but not limited to:
- Street and utility projects
- Unpaid (delinquent) utility bills
- Unpaid tree and weed maintenance bills
- Unpaid admin citations and abatement services
- Utility (water and sewer) line maintenance
Outstanding special assessments will appear on your property tax statement.

Deferral of Special Assessments
Eligible seniors, disabled or military personnel may seek deferment of the special assessments by completing this form and submitting it to the City Clerk.
Property Taxes
Property taxes are paid to Dakota County and redistributed to the city and other government jurisdictions. Property tax statements are mailed in March. The taxes are based on the estimated market value for the previous year. The payment of one-half of the tax is due by May 15 and the balance by October 15.
Property Valuation
The Dakota County Assessor’s Office is responsible for establishing the market value and determining classification (use) of property located within the city. Also, the Assessor’s Office maintains the city’s property database and is the primary source of property information for city and community use.
