License and Permit Applications

What Licenses Does the City Issue?

The City of Hastings does not issue general “business licenses”.  Instead, the City regulates several business activities through the issuance of licenses.  All license application forms and information are available through the office of the City Clerk and many are available on this website.  Once application materials have been received and any applicable license fee and background investigation fees have been paid, the information is reviewed by City staff for compliance and completeness.

Once all materials have been reviewed, the appropriate background investigations have been conducted, and the applicable fees have been paid, most applications will then be presented to the City Council for approval. Some licenses are issued administratively.

If you have any questions or require further information, please don’t hesitate to contact the City Clerk's office.

Cannabis Business Registration

The Retail Registration cap within the City of Hastings is two (2).

The City Council recently discussed lower-potency hemp edible registrations and put an interim process in place for lower-potency retailers to seek approval to operate in the City prior to receiving a State license. The Office of Cannabis Management will be implementing the lower-potency licensing process later this fall. Until State licensing becomes available, all businesses interested in selling lower-potency hemp edibles are required to submit an application for registration with the City. Several lower-potency businesses are selling these products in Hastings under the prior City licensing process, so they meet this requirement. Per city ordinance, lower-potency retailers must meet zoning and distancing requirements.

The program is offered each year in July liquor license renewals.

A Temporary Liquor License is a short-term license issued by the Minnesota Department of Public Safety’s Alcohol and Gambling Enforcement Division (AGED), in coordination with the City. It allows nonprofit organizations, political groups, etc. to sell or serve alcohol at a specific event or limited number of days, often not exceeding 1 to 4 days per license. This type of license is generally used in conjunction with a Special Event within the City of Hastings. A request for a temporary liquor license must be made at least 45-60 days in advance.
