CITY CHARTER

The City of Hastings is a Home Rule Charter City.  Home Rule Charters are in effect local constitutions.  The Hastings City Charter addresses election issues, Mayor and Council powers and procedures, taxation and finance procedures, and other miscellaneous provisions related to official newspapers, acquisition and sale of property, and other general provisions.

CITY CODE

The City Charter grants authority to, and at times directs, the City Council to establish laws (ordinances) particular to the City of Hastings. The city code is a codification of the ordinances adopted by the City Council. Codification of ordinances and recodification ensures an arrangement and format necessary to keep the code up-to-date.
