Lead Service Line Replacement Program
What’s Happening?
The City of Hastings is working to find and replace old water pipes that may contain lead or galvanized steel. These pipes can affect drinking water in homes. The U.S. Environmental Protection Agency (EPA) and the Minnesota Department of Health (MDH) are asking cities to check these pipes.
In summer 2024, we looked at water service lines across the city to see which ones might need to be replaced.

Who is Responsible for Water Pipes?
As a homeowner, you are responsible for the water pipe from the city’s water main to the water meter inside your home. The city investigated as many pipes as possible in 2024 in two sections:
- Section 1: In the public right of way
- Section 2: On private property, up to the water meter
The plumbing inside your home (after the water meter) was not part of this check.

Our Timeline
Phase 1 – Summer 2024
- The city checked pipes all over Hastings.
- Letters sent to all who had pipes that were lead, galvanized or unknown.
Phase 2 – Fall 2024 to Spring 2025
- The city will apply for money (grants) to help pay for pipe replacements starting in 2026.
- We’ll keep checking records and try to determine the material for all remaining unknown lines
Phase 3 – Replacing Pipes (2026–2034)
- The city plans to start replacing lead and galvanized pipes in 2026—if funding is approved.
- The goal is to replace all lead and galvanized pipes within 10 years.
This schedule might change based on state or federal updates or funding.
How Can I Help?
If you received a letter saying your pipe type is unknown, you can check it yourself and report it to the city using this online tool:

- Report the info to help the city
What the City is Doing
While waiting for funding (possibly starting in 2026), the city will:
- Look for money to help fix the 154 lead or galvanized pipes already found
- Keep checking unknown pipes with help from residents
- Replace known lead or galvanized pipes during road or utility projects
