Keeping Chickens, Ducks and Quail

Hastings residents may keep a limited number of chickens, ducks or quail within City limits, provided they follow all applicable City regulations. These rules are designed to support sustainable urban agriculture while ensuring public health, safety and neighborhood harmony.


Allowed Species

Residents are permitted to keep the following types of domestic poultry:

  • Chickens (Gallus gallus domesticus)

  • Ducks (Anas platyrhynchos domesticus)

  • Quail (Coturnix japonica domesticus)


Key Regulations

  • Permit Required: A valid City permit is required prior to acquiring any birds.

  • Maximum Number of Birds:

    • Up to 6 chickens or ducks per residential property

    • Up to 10 quail per residential property

  • Prohibited Fowl: Roosters, drake ducks (male ducks), turkeys, geese, guinea fowl and peafowl are prohibited.

  • Setbacks:

    • Coops and runs must be located at least 5 feet from all property lines

    • No enclosures are allowed in front or side yards

  • Secure Enclosures Required:

    • Birds must be kept in a secure coop or hutch and enclosed run at all times

    • Free-ranging is not permitted

  • Cleanliness and Maintenance:

    • Coops and surrounding areas must be kept clean, dry and odor-free at all times


Permit Application Process

  1. Review the Ordinance: Before applying, review the City’s ordinance on animal keeping.

  2. Prepare Your Site:

    • Identify where your coop and run will be located

    • Ensure it meets all setback and zoning requirements

  3. Apply:

    • Complete the Keeping of Chickens, Ducks & Quail Permit Application

    • Include a site plan showing:

      • Location of coop/run

      • Dimensions

      • Distance from all property lines

    • Submit application with the required $75.00 fee

  4. Inspection: City staff will schedule an on-site inspection to verify compliance

  5. Approval: Once approved, you may begin keeping poultry as outlined in the ordinance

 

Permits are valid for five years from the date of issuance and must be renewed accordingly.
