Outdoor Entertainment License

Planning an outdoor concert, performance or public event in Hastings? An Outdoor Entertainment License is required for events that include amplified sound, live entertainment or large gatherings in public or private outdoor spaces. This license helps ensure events are safe, respectful and enjoyable for both participants and neighbors.


What Requires an Outdoor Entertainment License?

You will need an Outdoor Entertainment License if your event includes any of the following:

  • Live music or DJ with amplified sound
  • Outdoor movie screenings
  • Stage performances or public speaking events
  • Large-scale public or private gatherings in outdoor areas
  • Use of public parks, streets or open spaces for entertainment purposes

Application Requirements

To apply for an Outdoor Entertainment License, you must:

  1. Submit an Application

    • Applications must be submitted at least 10 business days before the event. Events that do not include serving intoxicating liquor may be issued administratively. Applications that include serving intoxicating liquor will require City Council approval. 

    • Outdoor Entertainment License Application

  2. Include Event Details
    Your application must include:

    • Date and time of the event

    • Location and property address

    • Description of entertainment activities

    • Estimated attendance

    • Sound amplification details (type, volume, duration)

    • Site layout and traffic management plan, if applicable

  3. Notify Neighbors (If Applicable)
    For events near residential and business areas, the applicant must notify surrounding properties and will be asked to provide proof of notification.

  4. Obtain Necessary Approvals
    Depending on the event, you may also need:

    • Food Truck licenses 
    • Additional liquor licensing 
    • Street closure(s)
    • Inspections

Rules & Guidelines

To ensure a safe and respectful event, the following rules apply:

  • Noise Control
    Sound levels must comply with City noise ordinances. Amplified sound is generally limited to the hours of 10:00 AM – 10:00 PM. Amplified sound is allowed until 12:00 AM with approval.

  • Clean-Up & Waste Management
    Organizers are responsible for all post-event clean-up. Recycling and trash containers must be available on site. The City offers free portable recycling/trash containers upon request.

  • Public Safety
    Access must be maintained for emergency vehicles at all times. The event organizer is responsible for ensuring crowd control and compliance with all safety regulations.

  • Law Enforcement Oversight
    The Hastings Police Department has the authority to monitor and, if necessary, end any event that violates permit terms or presents a safety concern.


Fees

The license fee is $25.00 per day.
