The City of Hastings (City) and the Hastings Economic Development and Redevelopment Authority (HEDRA) have purchased the former H.D. Hudson Manufacturing Facility located at 200 West 2nd Street, Hastings, Minnesota.  The City and HEDRA have entered into a purchase and development agreement with Confluence Development, LLC (Confluence) to renovate and rehabilitate the existing structure into 65 apartment units and 20,000 s.f. of commercial development.  Confluence plans to rehabilitate the structure using State and Historic Tax Credits.   Total redevelopment costs and taxable value for the Sites are estimated at $23 million. Job creation is expected to be 74 full time employees. The City and HEDRA are remediating environmental contamination of three contiguous sites as part of the overall project.  Funding for site cleanup is provided by U.S. EPA Brownfield Cleanup, Metropolitan Council Tax Base Revitalization Account, Minnesota Department of Employment and Economic Development Contamination Cleanup, and Dakota County Redevelopment Incentive Grant programs.   The cleanup of the Sites will remove blight and be a catalyst for further redevelopment in the area.
