Water Rates Increase in 2025
Clean and safe drinking water is among the city’s highest priorities. In April 2024, the Environmental Protection Agency adopted new limits for several specific types of PFAS. With PFAS contaminants in city wells above the allowable limits, the city is taking steps to improve water quality. The city plans to build three water treatment plants at a total estimated cost of $68.9 million within the five-year timeline for contaminant removal. As a result, the city has been exploring multiple funding options to help pay for the water treatment plants, including water rate increases.
The City of Hastings increased the city’s water billing rate by 10 percent in January to help cover the cost of building the city’s first water treatment plant to remove PFAS and nitrates from city drinking water. That increase included 6.5% to cover costs associated with building the first of three water treatment plants to remove PFAS “forever chemicals” and nitrates from the city’s water supply, plus 3.5% for inflation and scheduled maintenance of the existing infrastructure. A second water rate increase was expected in July 2025, with the amount dependent on construction cost estimates and other funding sources at that time.
On May 5, the City Council approved a 10 percent water rate increase to take effect July 1, 2025, to offset the cost of building and operating the City’s Central Water Treatment Plant.
